Not sure if it works but you could do the following:
Download the attached file and extract it to aow3/user content
Then you have to the open the menue where you can launch the game, but go to "user content" and use the packet manager to import the balance mod.
I tried to attach the file here, hope it works ;-)

Hiho! i got my Aow3 copy on GoG instead of Steam and im not really sure how to go about getting the mods.
